I think that I remember my Vet telling me that Ig's will eat an amount of food that is about equal to the size of its head. As long as it is eating something it should be ok. My ig goes through eating cycles, eating like a pig and eating isn't worth his time.
lighting times: when mine was little I had his day lights on a timer for a twelve hour cycle. Depending on time of year I used night lights to help keep his cage temp up. These I left on all the time.
About the leash, I do use one on my IG but only when I take him out side. This way he can't get in to much trouble. I use the kind that slips around his middle right above his hind legs.
I hope this helps a little.
