Help, this pet store is cruel to all it's animals, who can I call about it

There is a new petstore in my local mall, and the three times my sister and I have been in it we have been really upset by what we have seen, There were dead and half eaten hamsters and rats in the cages, and a cage full of love birds, had one with a broken and bleeding beak, The lizards never have water, and there are dead anoles and iguanas in the cages. The dogs all have poop in their cages, and they look sick. When I told them about it, they looked and said, Oh, you're right, that is dead. And they walk away to "Tell the manager" I complained to the manager and he told me that they clean the cages and feed and water them at closing, and they will be taken care of then. There has to be someone I can call about this, It is sick. Their prices are extremely high too. Like ten bucks for a gerbil. Any advice will be greatly appreciated.
