We have our top basking shelf about 12" from the lights. Your Ig will recieve some benefit at 18", but closer is much better. The problem is that the intensity of the radiation drops at a geometric progression, such as double the distance, four times less radiation. (This may not be the exact numbers, but the principle is the same)Also, the newer the light, the more radiation you get at a greater distance. At any rate, within 12" inches is best, but within 18" will benefit. Beyond that, there is not much help. Remember that the bulbs need to be changed every 6 months.
