Elmo wont shed

Elmo has been in shed now for 3 weeks. His skin is dried, it feels like it should be flaking, but it wont. Elmo hates the bath so i spray him down 2x daily. Hes 40" svl, 58" svt. I have no idea how to get the skin to start coming loose!! I know he wont shed in one piece like my snakes do but I have no idea why the shed wont come off...
