If the temperatures stay in that range then a wire cage wouldn't be a bad idea, i have parer towels or newspaper on the bottom of my cage. Are you planning on putting in shelves? Plexiglass isnt that hard to clean, its even easier to clean that wire cages sometimse becasue the poop sticks in between the wire in the cage but with plexiglass it just wipes clean. My ig does "go" in the same spot if he has some sudden urge. but he almost never goes poop in his cage because he gets a bath everyday and goes in the water. they prefer it htat way. in the wild igs go into rivers to go poop usually . whatever you make your cage material be im sure your ig will be happy as long as it is the right demensions. You mentioned the cage being on the porch, what do you plan to do when it rains?
