no spikes /penicilin

Greetings from Norway
I just bought my first Iguana. He is 2 years old, and the jerk who used to care for him neglected him a bit.
He is about 80 cm long and a bit slim. The problem is that he only got 5 spikes on his head/neck and none along his body. Will they regrow now that he is cared for more properly?
I also had a Vet amputate a bit of his tail (necroc) and he is now taking penicilin. He has become very lazy since his operation/penicilin taking. This is normal right?
