there IS NO WAY you can tell the sex of an iguana when they are only 8" svl ... can't do it ...

you can line in inside of the cage with plexiglass so the igs can't rub their nose against it ... but leave the mesh there ... igs do NOT understand the concept of glass/plexiglass and the invisible barrier will make them NUTS ....

as far as building an enclosure .... keep in mind that igs gow EXTREMELY fast ... mine was 10" svl when i got him and 1 1/2 years later he's 18" svl (54" nose to tail!!!) i built 3 houses and he kept oputgrowing them as fast as i could build them .... he's got his own room now .... *grin*
$200 doesn't sound too outrageous to me ... that's about what i spent on my last one and that wasn't including the plexiglassed sides (keeps the heat in) ..... igs are NOT a cheap pet!!!
as for plans ... let me go find an addy for you and i'll post it below .....
