What's the ideal humidity level w/o growing 'cultures'?

We are running a cool air vaporizer and can't seem to get the humidity up very high. What is the ideal level of humidity without creating a fungal breeding ground?

Outside of the ig climbing on the vaporizer or getting burned by steam, what are the reasons you should not use a warm air vaporizer?
