Don't use a kerosene heater. You are right about the fumes, not to mention the fire hazard.
If you put good a lighting/heating system in the cage you shouldn't need to crank up the room's heat.
BTW - if you haven't finished building the enclosure, keep your mesh at the bottom of the cage and/or on the door. Heat rises and you want it to stay in there with Ziggi.
You can easily install ceramic light sockets on the underside of the enclosure's "roof". Use an aluminum reflector dome with it and you've got great basking lights.
