Generally, dimmer swiches are for low wattage applications,ie. lighting etc. But, as long as you stayed within the rating then what you suggest would work. Keep in mind this would not be a thermostat turning off and on as needed and as ambient temps rise so would the device temps.
For cage heating I would prefer a small space heater (500 watts or so) with a thermostat control and piping into the cage. Another option is a line voltage thermostat available at large building suppy house and industrial maintenence catalogs for around $15. I have large cages taking up most of a room and have recently installed a small, ventless, thermostatically controled gas heater which I am so far very pleased with.
