banning/licenseing igs

This is an almost-debate I got into down the forum a little, and it sparked my curiosity. How many favor one of those two options, and why? I f it's licenses, what should the requirments be to get one? I myself like licenses, but am still tryng to figue out precisly what would go on them, and how to enforce them.
