Hi Joan,
There is a group that has been backed by the government but was formed by the people who were involved and concerned about the issues relating to the subject. In that case it was fish and wildlife. I've been involved with fishing for most of my life and it's to my understanding that people who fished were the ones who elected to have such structure as the Fish and Wildlife Foundation. They understood that if they didn't get involved and start protecting the resources, that some day there might not be any fishing left for their grandchildren. And with that in mind, they formed a group and elected laws and fees upon their own sport....fishing.
If I'm not mistaken, Fish and Wildlife Foundation is one of the few government groups, that are funded only by people who are involved. They get "zero" tax money for another area but generate their money from taxes on their area, such as fishing licenses, park fees, boat ramp fees, boat tags, etc... The group is doing so well that the government a few years ago, tried to take money away from the group to use in other areas. Of course, this could NOT be done, due to when the group was formed, laws were stated that ALL money raised by Fish and Wildlife will remain in Fish and Wildlife, and may not be used in any other government area. ( THANK GOD ).
I guess one way of solving the problems involving reptiles and owning them, is to get everyone to unite and form a group to regulate all actions that involve reptiles in the US. This would include but not limited to the following: Licensing, import and export laws, breeding laws, funding of research,etc.. With funding coming from the reptile owners by way of membership fees, license fees, breeding fees, etc.. The group can be, as the Fish and Wildlife group is, non-profit 501.
So what it boils down to here is, what do reptile owners really want to do in the future? Do they want the government making laws without reptile owners being involved or do we want to get involved and start making our own laws to regulate our field before we have no rights left?
Do some research on the forming of Fish and Wildlife once, it's very interesting and informative to understand that they formed their own group to regulate their sport/hobby.
