We have a limit in Virginia Beach. I don't remember what it is, but it was a reaction to people who collect 100's of pets and create an unbelievable stench. Not to mention neglect.
I think the number is more like seven. Actually, also also have a law as to how many family members and non-related people can live in the same house. This also was a reation to people who come from other countries and squeeze 22 relatives into one house.
