I know what you mean. One person in town here actually feeds about 30 cats. I think that he is one of the main reasons for the possibility for new laws. They are all strays and I know he just likes cats but he feeds all these cats at his auto shop and the stench is incredible. However, doesn't this already fall under a couple other existing laws... unsanitary conditions for the general public and animal cruelty.
