Another uv question

I was just wondering if some flourescent uv bulbs only emit 5% uv, then why is it not ok to sit iguanas next to glass window? I read that the glass filters about 95% of uv, leaving still 5%. I am not trying to argue with anyone, nor am I trying to find the cheapest way to give my iguanas uv. I am already going to order an active uv heat for them. I am also trying to take them outside as much as possible. I was just wondering what the difference is. Thanks
