Well, after I did a complete substrate change, and cutting back the amount of time my fogger is on from 14 hours / day to 6 hours / day, I think I have reached a pretty good ballancing point of humidity and evaporation. I check the substrate every so often, and it is thoroghly moist, and there is only a slight accumulation of water on the bottom (as opposed to the 3/4" of water I had on my hands before! Yick!).

I am actually thinking of cutting back the fogger even more, maybe to 4 hours/day. Although I accentally left the fogger on all day last week and ended up dumping about 2 liters in over the course of that day. Of course much of that evaporates immediately, but it probably contributed to things being a little damper than they should be.
