No, they don't need pinkies every day. More like every 5.

Mice are a lot more substantial as far as food goes compared to fish. A garter could eat more fish than mice by mass. Mice are just bonier, meatier, and better for a captive garter (it makes their feces less gooey too).

And yes, they have to be dead or frozen/thawed. Garters don't contrict prey, they just grab it and eat; their natural food are usually things that don't put up much of a fight. IOW, a garter doesn't have the instincts and hunting skills to eat a live mouse.
