I heard somewhere that the US Fish and Wildlife Service was going to be more active to protect threatened and endagered species due to the CDFG being unable to handle the enforcement due to anti-terrorism duties and a budget that was severly cut.

You might even want to contact the DFG Regional office in that area. They should be able to tell you.
