ok, more lighting questions. i dont want to spend a fortune on lighting.

ill have tincs, and lots of plants so i want a grow bulb or a uvb bulb. i found this lihgt at lowes (click link below). can i use it? or can someone point me to a good light thats not very expensive? And what wattage should i use 30?
