How can I go about getting a tortoise?????

Hi all,
I have 8 box turtles and 9 aquatic turtles, I have had most of them for about 5 years. I would really love to get a red-footed tortoise. Is it even possible for me to get one? Do I need any kind of a permit or anything? About how much is every thing going to cost me? You don't have to worry about if the turtle will be in good hands or not. I'm not some ingnorant girl who's going through a phase and thinks that turtles are just cute little things. I really enjoy taking care of them and studying them. Any information would be greatly appreciated. Thanxx!!!
