Leopard enclosure

can any of you help with ideas and specs for either purchasing or making a permanent indoor enclosure for a leopard tortoise. He is 3 years old and needs more room. He is in an aquarium. We live in the Pacific Northwest so outdoors is out of the question most of the year. Please include the types of lighting to use with the enclosure etc. It's hard to keep the room temp stable at all times so keep that in mind. It's very cool here.
