I can give you an idea probably. I am still in the process of building a pen for my juvenlie lepoard tortoise (approx. 8 inches long). The only thing I haven't done is add the rest of the lights.
I went to home depot and got a piece of plywood 8ft x 4ft, and lined the sides with 1in x 10in x 8ft pine wood. So it's basically plywood, with 10 inch high sides. As far as lighting, I've just clamped a couple of ESU 100 Watt light bulbs objects around the enclosure so he gets some heat. I'm still in the middle of making it, so I'm not sure what I'm going to do aobut UV -- maybe those the 48" long lights Reptisun 5.0's attached about 12inch off the bottom of the substrate (which is part 3/4 aspen, and on the other corner is playsand), longways. Because from what I understand, the Reptisun 5.0's only penetrate up to 12 inches.
Of course, your tortoise is a little bigger, so maybe you could go a little bigger than 4x8 ft. Maybe two put together pieces of plywood together. How much room do you have to play with?
I'll post some pictures when I'm done with.
