Collards are just fine as part of a varied diet, not so good if fed exclusively.
For an indoor tortoise leafy greens are fine, but not a complete diet.

http://www.tortoisetrust.org/articles/horsfield.html

Recommended leafy greens include:

Endive, Romaine, escarole, chicory, watercress ( large leaf), mustard greens, dandelions, turnip greens, red and green leaf lettuce.

When feeding leafy greens offer a variety each feeding, not just one type. Also add some fibre to the greens in the form of edible flowers: Hibiscus flowers and leaves, roses, mulberry leaves, clovers and fresh grass clippings.

Foods to avoid: spinach, beets, chard, cabbage, rubarb leaves, iceburg lettuce. Peas , beans, corn.
Russian tortoises do not require a high protein diet.
No dog or cat food, fruits shouldn't be fed either, they cause loose stools and other digestive problems.

You can add a bit of grated carrot or yam to the greens once a week, but it may cause loose stools, squash too.

Hibiscus flowers and leaves are a good addition to the diet, mulberry leaves, rose petals and prickly pear ( opuntia cactus) dethorned, and other edible weeds/plants/flowers, see link below.

If your russians are housed outdoors, they will also eat grass ,dried leaves and edible plants you put in their enclosure.

My Russians are housed outdoors I feed.
A mixture of recommended leafy greens.
For example:
Romaine, endive, watercrees.
Or
Collards, escarole, red leaf lettuce.

To this I add hibiscus flowers and leaves, mulberry leaves and once every week to 10 days opuntia cactus ( dethorned).
They also chomp on the grass, dry leaves and plants in their enclosure.

I feed no fruits or animal protein ( dog/cat food)very rarely do I add grated yam or squash to their food..
Their stools are firm and well formed, the torts healthy and very active.

Terry.
