I met a keeper in Erie who had outdoor turtles year round, eastern and three-toed boxies (that's WAY out of range for 3-toeds). Large amounts of snow is actually good for hibernation, it insulates the ground better than the same temps with no snow or just ice on top.
There are eastern painteds in erie as well, I used to drive there regularly to visit my wife when she was my girlfriend and attended school at PSU-Behrend. I might make the pond 4-5 feet deep for them there, though, noting the thick ice on the lakes and such. Would also need a cattle trough heater. Or bringing the painted indoors in winter.
