Be careful Nathan. Not all PA weather is the same. Where I live in PA we can get up to 180 inches of snow in the winter. I'm sure where you live you probably don't get that much. Our temperature still go to as much as 50 below zero where I am and I'm sure not all of PA does this. We have no native populations of box turtles where I am so I don't think a Russian tortoise would survive here either. Perhaps if you live towards Philadelphia, you can winter a russian tortoise outside, but here in the mountains, i don't think it would last. We get the same weather that Buffalo NY gets.
: I am from PA. A russian tort can live outdoors year round (after you've had it for a year and have vetted it and made sure it is in prime health). Eastern box turtles are also able to live outdoors year round. A pair of either of these animals would hibernate and then probably mate.
: If she has a fish tank, she should just throw it away, as far as boxies and tortoises are concerned. They are terrible, terrible homes for land turtles/tortoises. If it's less than 75 gallons, i wouldn't put any adult aquatic in it besides a mud or musk, maybe a spotted.
: PA also has native aquatics, such as the eastern painted, which is an active, beautiful turtle that could live outdoors year round if it has a 3 foot deep in ground pond, or could live outdoors most of the year, and come in for winter into a minimum 55 or 40 breeder (if it's a male, they stay smaller).
