Hi Jed,
Is your enclosure glass? I am assuming it is since you gave the measurements in gallons...but this is a common problem with glass enclosures.
It will definately get too hot in the summer.
What are the temperatures on the cool side?
They should be about 70-75 so the tortoise can thermoregulate.
I would suggest a different enclosure to provide more room and more room for temperature gradients.
Also - is one fixture a full spectrum tube because regular flourescent lighting does not provide required UV rays.
Marissa and Niki who both post here have excellent info on indoor enclosures, so hopefully they will post to you also.
May I ask why you don't house it outside?
I live in LA also and mine are housed outdoors all year long including hatchlings.
