Whether or not it is toxic depends on what kind you get. Anything that is scented, advertised for multiple cats, etc is definitely not safe (heck, I won't even use them on my cats who have the option of walking away from them).
The basic ultra-cheap pure clay litter is non-toxic. HOWEVER, it is very dusty. I suspect you will end up with snakes with breathing problems pretty quickly. That clay dust is nasty--cost me an entire mouse colony in about a week when I had a similar notion.
Personally, I'd come up with another plan. If you do decide to do this, try misting the clay litter regularly (like several times each day) to keep the dust down.
