No, they do not live in a desert or on sand, they are semi-arid grassland monitors. They live in grassland, woodland environments. Savanna means semiarid grassland. Hence they are not called desert monitor like the animal found throughout the deserts of north Africa or the Arabian peninsula.
What happens when plain sand has water dumped into it? It drains right to the bottom, thats not what you or your monitor want to happen. Sand does not hold burrow as Dragoon mentioned so if it was deep enough for him it would be dry and useless.
