Check out www.indigosnakes.com , STATUS & PERMITS section. The permit is only for interstate commerce, and, as far as I understand, if you were to move to another state, yes you can bring the snake(s) with you, unless you are moving to a state that has it's own regulations.
The confusion usually lies here: you are not required to have a fed. permit to own and breed E. Indigos. You are required to have the permit to BUY E. indigos across state lines.
Once the purchase is made, the snake is yours. You can breed and sell babies. Of course then you must obey the interstate commerce laws and state regs to sell the babies.
As for why more people don't breed them ? Indigos have a reputatation for being high-maintenence snakes that,at best, are unpredictable breeders.
Most commercial breeders are uninterested in them for that reason. Why spend the time money, and effort necessary for these guys when other snakes are MUCH easier and CHEAPER to keep, require a lot less space, and breed like clockwork?
Therefore, there are only a handful of us very dedicated breeders.
