Eastern Is... question on status.

Hello,
I have noticed that Eastern I's require a permit to own or breed. Is this permit hard to get and will the fed. permit be good if I were to move? Also, since they are threatened why are there not more breeders? If the wild pops. get into trouble captive snakes may become the only viable population.
