You need to contact your state wildlife and/or fish and game dept and find out the policies on the keeping of non-native federally listed endangered or threatened species. Check your city ordinances too as they may have some silly anti-snake laws.
I haven't heard of folks from Vermont having trouble so You're probably ok. You should let us all know the policies when you find out.
