I don't think you're naive. The idea is so horrible it's hard to believe it happens. As far as I know, all the dump sites are located in the southeast. There are only a few of them (less than 10 was the impression I got). Georgia had a few, but I think all but maybe one has been shut down. Tennessee still has a couple. There was a news special on an Atlanta station about them earlier this year, and the Atlanta Journal and Constitution newspaper ran a article on them (sometime this summer, I believe). The problem is that the areas in which they are located have no animal control facilities, and the local population won't fund them. The dump sites were intended to be a more humane alternative to the locals dumping their animals on the side of the road or in the wood. The facilities are supposed to be checked a couple of times a day for animals, and apparently they are being checked. The sites do have defenders who say they are the lesser of two evils, and with the lax animal cruelty laws we have it would be hard to prosecute anyone for something like this. I think the sites are awful and should be shut down, but I do worry about what will happen to the animals without a drop site and no funding for facilities. (I have four dogs: three were strays and one was a badly abused animal I rescued. All but one were from rural areas---two were from the same county.)
