From that standpoint, it makes more sense. But they shouldn't try to prohibit collecting if collection isn't the problem. If they were merely concerned with protecting habitat, then they wouldn't bother changing regs.
I understand what you are saying, and you presented yourself well, but I don't see how protecting these species from private collection is going to save the populations from habitat destruction or developement.
