I think since it is so hard to hault construction in the first place, they have to make their case with fully protected animals. If collectors still had a take limit on an animal, it would be harder for envirnmentalists to make their point:that the animal is so threatened (whether by numbers or by habitat loss),that a developement of it's habitat cannot proceed. I with there were a way to have existing captive C.ruber grandfathered, and allow captive propagation of the species. That though, is a WHOLE other arguement! That's the best i can do as far as an explaination right now Jaf, I'm feeling seriously ill at the moment. If you have any further questions about it (IE the report) let me know.
