I believe the ocean-going snake you're referring to is the sea brait. There is a banded krait, according to Simon and Schuster's Guide to Reptiles and Amphibians of the World, Bungarus fasciatus, and it is a terrestrial (land living) animal. It's usually marked with wide black and yellow bands, though I'm sure that there are some specimens that are unually light.
