Sounds like you may have to get the ball rolling.
Even though the problem is getting worse, the big breeders are probably not too worried. Their reputation will sell their snakes whatever they call them.
How about getting a group here to meet or team up to "Unofficially" write it, then get big guys' approvals.
You could sell your morph dictionary as somply printouts-Or have Kinkos slap together some better quality cheap booklet.
Even a laminated chart to hang on the wall would be fine. Put a date on it, and like you said, update it every 5 years or so. Whenever an issue arises.
Any way, at least the ball is on the verge of rolling.
