Absolutely agree. I think once a year is perfect. It can work quite well with the breeding cycles. Rarely will anyone come up with two new things 6 months apart. Nobody that comes up with anything that truly is new (such as if Frank Pinello can prove out his new thing as a gene in a few years) will end up sitting around for years waiting for it to actually be recognized.
Once a year, sometime after all of the new hatchlings have emerged (or maybe even during the general time-frame of brumation) would make sense IMO.
