There's no snake that is dangerous to the touch, unless you're touching the fangs. That must just be a local myth, like the American myth that hognose snakes can kill you with their breath. I couldn't find any decent info on filipino snakes, but I did find out that the islands are inhabited by cobras, vipers, and mangrove snakes, as well as various boids and colubrids. Any better description of the snake would be helpful, although a snake with a sharp doral ridge sounds like a colubrid to me.
