Are the conditions serious enough to get the ASPCA (the animal welfare society, I'm not sure if my abbreviation is correct) involved? Maybe you could contact the head office of "Animal House" and find out if this is how all their stores do business or is this particular store skirting regulations on the upkeep and management of their animals. Hope things work out for you. Good luck.
