You can't go wrong consulting the actual regs, which are available online at the TX Parks-n-Wildlife site (I posted the URL in some of the other threads). You could also use the contacts listed therein to ask about where to get the commercial permits; though be advised they're in a state of flux right now as the regs are being rewritten (apparently to actually RELAX some of the bag limits and reporting requirements for some species).
