It is probably a skink. There are several types of skink native to northern TX, but the blue stripes on the sides puzzle me--juveniles of some species of skink have blue tails, but I can't recall blue on the body of any native skink.

The shiny body also points to a skink. It sounds like it could be a brown skink (aka ground skink), and maybe the "blue" stripes are actually dark brown, but appear blue when gleaming in the sun (due to the shininess)?

If you could post a picture it would help.
