It really depends on what city and county laws are in place in regards to crocodilians.
You may not be able to get a permit, they may be flat out against the law in some cities.
You may want to contact you local animal control office, or post in the crocodilian forum, but include what city you are in.
I cant remember if Alligators are still protected in Texas. You may want to check out Field guide to reptiles and the law for reference.
