Traped turtles??? need help

I live in a small town in central texas and the small lake near by has a decent population of turtles. well back behind the spill way they are being trap in a pool surounded by large rock and can not escape, there are many dead around, its a very sad sight, i was wondering what is the best way to trap them and transport them to a safer place
