Sounds like you have too many ways for humidity to escape. You said you have a screen top and door. Way too much ventilation is your problem. Try to block part of the screens with plastic or aluminum. You will have to experiment to get the levels correct. I have my ATB in a 24lx12dx17h enclosure with a screen lid which is covered 2/3rds by plastic. I mist twice a day and my humidity fluctuates between 70-85% (that is during the wintertime when the heat is running and drying the room out. During the summer, here in Fl. I am able to get ideal humidity by just opening the window.
Good luck- its takes some experimentation. I have thought about investing in a fogger I just haven't felt the need yet.
