I live in NY and I let my russian go out at around this time of the year, when the temps reach atleast 70 or so. Use your best judgement, as long as the temp feels comfortable to you and there is really no chill or anything, then they should be fine. For now, I only let them out during the day because it gets too cold at night, but gradually, as it gets warmer, I'll let him stay out 24/7 as long as we dont get any temp drops.
