Just got a ss, need a little help

I just gopt a plain old ss not fl or spiny, I am going to put him in a 55 gal tank with some tadpoles, Can I have the tank full of water, or how should I set it up. I want ot leave them all together and put some lillypads and other aquatic plants in there, what should I do?
