To answer your questions. Commons are very tolerable when it comes to temps. They've been seen moving about under ice. But probably want they feel most comfortable with is between 75-82.

Your turtle should be fine for awhile with a 60 temp, till you can get yourself a new heater. He may or may not eat at that temp, but I wouldn't be suprised if he continued on eating.

As for as your UVB, unfortunately, that glass strip will filter out any beneficial wave lengths. It's best to have nothing between the light bulb and your turtle to receive any benefits.
