Shipping problem

Need some advice or answers. If shipping snakes UPS, and they open the box and find them, and it is put on a Fish and Wildlife Hold, what happens? We are in Missouri and were trying to ship to Pennsylvania. The package was accepted by Mail Boxes etc., and was labled "perishable". UPS apparently opened it at the airport and it is now back where we are, but being held under the Fish and Wildlife Hold. Anybody have a clue as to what happens next or how much trouble this is going to be?
