rattlesnakes.....endangered...??????(long)

Does anybody know the current policy that fire officials have regarding removal of rattlesnakes?
The reason I ask is a neighbor who lives near me (Newbury Park, Ca) recently had a small rattlesnake in his backyard.
He called the fire department who arrived and whose policy is, as my neighbor quoted the fire official, "Kill the snake, and bury the head." I was surprised at that kind of ignorance. I pleaded my case, most in part of the rodent infestation in most of our homes, but the neighbor was unsupportive of "dangerous reptiles". This is not a slam to fire officials, but there seems to be a compromise to "kill and bury".
