The long-term threat is development, not collecting. As for regulation of collectors, CA and AZ have laws in place. You need a license and the limit is 2 snakes (in CA -- not sure how many in AZ.) If you go during the right conditions, you will find many more than you have in the past! Just because you've seen only one does not mean that there are not many, many more in the areas you've been. Boas spend almost all of their time (especially during the day) under ground.
